The government contracts for all manner of services and goods; there is no particular educational path that will prepare you for the process, other than training in following process requirements closely.  But the SBA website will tell you where to find available contract postings, how to meet the buyers, and what is important in submitting your bid.  You need to know how to communicate with purchasing officers prior to preparing your bid.  You need to understand the skills of professional presentation – usually in paper format.  And you need to be able to prove your stability as a businessman as well as the quality of your product or service.
