The aftermath of the September 11, 2001 attacks clearly demonstrated the essential nature of Public Agencies.  Although the public instantly thinks of the Police and Firefighters, there were also people working behind the scenes to keep the country moving.  At the federal level, the Federal Reserve was reducing interest rates to keep the economy moving and the Federal Bureau of Investigation was examining evidence. 

State and Local Public Administrators were implementing plans to protect public infrastructure and ensure the Public Safety.  These, and many other functions, provided by Public Services are essential to the smooth operation of the economy and the Health and Safety of its citizens.
